unless he's including the $50pm line rental for onramp2.
The prices are under www.onramp.telstra.com.au (unless they've moved them).

Xpress plan fee is $90pm
then NDD1 limited cap is $135pm for 1 B channel
(then separate from the Xpress plan is $50pm line rental for
the onramp2 service)

true.
It does say though "NDD1 (similar to PSTN local call)" and
"NDD2 (25km-50km)" so you infer that NDD1 is < 25km but I
agree it's not that simple (nothing is with telstra).
