hot topic or is your name Dorothy (Dix for the younger ones) {:^).
After having sat through a couple of sessions on it, from what I
remember it is basically a way of guaranteeing a level of service for
those who want it (=will pay for it).
The usualy technical arguements are voice-over-ip needs it and a few
other things (CEO on video links, etc).
The cynics view is that Telstra wants a method of allowing them to
shovel everyones TCPIP service down the same pipe, but guarantee those
with the biggest cheque will get a QOS (guarantteed bandwdth) and the
plebes will get the squeeze. Or, yes you can have a cheaper service,
but you are going to have to accept drop-outs/slowdowns, and vice
versa.
It is one of those endless topics.
