The important thing to remember is that it doesn't. QoS/rsvpd affects
the order in which the packets leave the Linux box. It may or may not
insert delays between sending two consecutive packets on the same TCP
or UDP port number. It may also or not (depends on the config) affect
other TCP/IP protocols such as ICMP, IPIP, GRE, IPSec, etc.
What happens to the packets after they leave the box is not any of
rsvpd's business ...
