just got a couple of ICMP 4 packets blocked by my firewall rules,
but I can't see why I would have gotten it. The originating IP
was 203.152.31.58, but I have only had prior contact with 
203.152.25.203 via ICQ. I can't see how the two networks are
connected, much less why I would suddenly get these packets.
No outgoing request was logged at the firewall for 6 minutes
prior to receiving these packets.
Should I be concerned at getting these packets? I know they are
SOURCE_QUENCH, but what does this exactly mean?
