The U.S. @Home has the same "no servers" policy, so I would suggest
there's not much chance of anything changing.

As has been said before, if you can't meet the AUP, don't take the
service.

And if ip masquerading is discouraged, but not banned, put in two Ethernet
cards and only allow outbound connections. Most services can be configured
to listen only on one interface, and ipchains can easily be configured to
drop/reject all SYN packets on the outside interface.
