If they won't sell it without an OS, I think that merits a complaint to
the ACCC (forced bundling of goods). See email addresses on
http://www.accc.gov.au/about/fs-contact.htm
under "general inquiries and complaints about the Trade
Practices Act".
It can't hurt.
