m4 has been in RedHat since at least 5.2. It's certainly there in

    5.2         m4-1.4-10.i386.rpm
    6.0         m4-1.4-12.i386.rpm
    6.1         m4-1.4-12.i386.rpm
    6.2         m4-1.4-12.i386.rpm

You may not have installed it.
