Jpeg might not be the best format. Faxes have very sharp edges
between dots.
Tiff (if you can be sure the written tiff can be read), PNG or
(ahem) GIF will probably give you better looking and smaller
images.
Beware of bugs in several viewers handling Tiff and PNG that don't
do two colour images correctly.
BTW: if you have internet connectivity not through dial up,
I've found sending faxes through web gateways such as JFAX or mbox
is actually cheaper. Also do the fax to email thing OK.
