This would appear to be running something with Windows Scripting Host,
an abomination that MS gave out with MSIE5.  It's the Windows way of
running arbitrary scripts.  Of course you want it to be accessible to
your email program so that any email you get can use it.  And we won't
worry about security: everyone's nice around here right?
