Considering a traceroute ends up in sge.net I would say they have
DEFINITELY thought it right through.  The DSE guys are very serious
about what they do.

I agree that a PKI could have enormous benefit and I'm sure it hasn't
even showed up on all but the most clued-up privacy advocates.  If
implemented well, it could streamline transactions with the state.
Implemented without privacy safeguards and you have another Australia
Card by default.  (see Tax File Number which achieved all the aims of
the Australia Card without the privacy safeguards)
