Also probably want to make sure the modem is set to auto answer. ATS0=X
where X is the number of rings you want it to answer after. 

You may have a modem initialization string that looks something like 

AT&FX3%C0%E0

Add to the end of it S0=2,

AT&FX3%C0%E0S0=2

To get the modem to answer the call after 2 rings.
