First you need to determine which access method is best for your situation.
Your options are :

1. If your linux box is connected to the internet then it can send a message
   through one of the web -> SMS portals such as www.smsmebaby.com.

2. If your linux box has an attached modem it can call up the modem -> SMS
   gateways that most of the telcos have. The protocol that these gateways
   talk is either proprietary or a protocol called TAP. A reasonable
   explanation of TAP can be found at
   http://www.telstra.com.au/mobilenet/services/dialup.htm

3. As suggested by Peter Worboys you can hook a mobile phone to your linux
   box and send a message through the phone.

4. If you're extremely lucky you might have a direct connection to the
   telco boxes that handle SMS. These boxes are called Short Message Service
   Centers (SMSCs) and talk a variety of protcols such as Short Message
   Peer to Peer Protocol (SMPP, www.smpp.org) and Simple Network Paging
   Protocol (RFC1861).

Free software for all of the above options are available. Suggest you do
a Freshmeat (http://freshmeat.net/)search on "SMS" to find the best solution
for yourself.

Note that Telstra, Optus and Vodafone signed an agreement a few months ago
to allow eachother SMS access to their networks, so from any of the vendors
you should be able to send to any of the other networks. Also note that
some of the above access methods are not 100% reliable, so if you need to
send an urgent SMS message ("the linux box is on fire!") then you should
send the same message a number of times.
