It is possible to fix them, but extremly dangerous if  you do not know
what you are doing. Working with mains equipment is not the recommended
way to learn about electronics.

If you have to ask the questions you are asking, don't do it  unless you
can work with someone who really knows what they are doing. It can be a
fire risk, or an electrocution risk. Not only that, you can pick up
second hand supplies at computer fairs for as low as $10. It is not worth
it.
