What kernel? 2.4 has it in there, 2.2 you need to get the patch.
I got it via cvs from... hang on..
a search of google found this url:

and the patch for 2.2.13.
http://utah-glx.sourceforge.net/gart/agpgart-2.2.13.patch
replace 13 for 16 and you get the 2.2.16 patch.
