here is how you do it normally:

$ apt-get install pine4-src pine4-diffs
$ cd /usr/src/pine4
$ more README
$ dpkg-source -x pine4_4.21-1.dsc # from README
$ cd pine4-4.21 # from README
$ su # become root, from README
# debian/rules binary   # from README, there are a number of methods listed
# cd ..
# dpkg -i *.deb

The README may not be very clear (although I had no trouble) but it does
tell you what you need to do. Admitedly you've just picked one of the
harder programs to install under Debian. 

Oh, to change your From addres in Pine, you will need to modify customized-hdrs [sic] 
to do so. Or setup a role or alternative identity.
