Thats nothing to do with Debian. Its normal for all Unicies.

Really? I find it odd that you find it odd. Are you very new to
Unix/Linux?  Why should it be otherwise? People sharing a computer or
fileserver are generally working together.
  If otherwise, eg an ISP, you can just set permission on the home
directories to keep privacy. No need to set permissions on each file.
