On a Win98 machine? Ugh. Your best bet is to do it on another Debian box. Copy all the files into the same potato directory, and then read the apt-move documentation. This will fix everything up for you so you have a real Debian mirror. You could do this by mounting the directory on the Win98 machine and operating apt-move under it (ie. mount it to /mirrors via Samba), but it would be kinda slow. :) First stop is really the apt-move documentation...
