Erm, where did you see this? I don't see how that could possibly work.

I suspect that means RH is including the update-menus function from
Debian. It's GPLed after all, they're welcome to use it. What it
provides is a standard way for window managers to be notified of new
menu items -- ie when you install a new package. So packagers can set
up a new menu in just one format and running update-menus will update
your window manager to use the new menus.

As I can't see how you can install Debian without installing Debian, I
can't really comment. If you're comfortable with RH and don't see any
reason to move, don't.
