Format the drive with the CD in - it should let you boot and then eventually
let you format the drive. Once you format the drive you can copy the cd onto
the drive.
You can do this faster if you already have a system disk that lets you setup
the hard drive ahead of time.
The CD also has uncompressed files that will let you put a system on the Hard
drive (fdisk, format, sys).
Anyway, once the disk is "DOS" bootable you should be able to run the setup
straight from the directory you put the CD files in.
If your drive is large enough, keep the directory and you'll always have a
way of repairing your Win98 install. You'll need it. After all it is
Windows...
