Like others have said, PHP sucks for its embedding of HTML in the
code... but there are ways around this; think Gus' mega cfengine.conf
that just includes the other sections.
One thing I miss from using perl cgi are things like (excuse syntax)
table(tr("foo", "bar"), tr("ber", "sod"));
to get around it, I create functions like table_begin(), table_end().
At the end of it, you can hide most, if not all, the HTML away in
include files, and you are left with just a few function calls and your
content. (content? whassat? d'ya like my animated gif?)
PHP sucks, but like mutt, it sucks less than the alternatives.
