Yes, this is because `rarp' as a utility is depricated.  rarp -a has
no real significance elsewhere because the kernel doesn't need to
maintain a RARP table since the RARP data is never needed for IP
transmission.

Since you're almost certainly using this to net-boot a device of some
sort, my advice is to fire up tcpdump, and then try to boot the device
and watch what happens using tcpdump or ethereal.

Also, if you can find one, a rarp client will help you debug the rarpd
if its not working.
