It's just enough to place current into the line so all you need to do is dial 0000 which is enough for the other side to think it's getting ring tones and answers. I.e. they give a dial tone and all you do is plug two modems/faxes into it and they dial each other rather than an exchange that costs money. You'll just have to look around for one.
