Generically speaking, Redhat include the pop service in the 'imap' 
package. Obvious ... NOT! With recent RedHat's after you've installed it 
you've specifically got to enable it. From the console the 'ntsysv' 
command is used to set this up for the next reboot, /etc/rc.d/init.d/xinet 
reload will launch it before the reboot.
