I assume the domain has been registered. Delegation involves getting someone with a name server on the Internet to become the authority for the domain and actually hosting it. Any ISP will do this for you. Once the domain is hosted, the ISP (or whomever) can setup A records in the domain's zone file to point to any IP addresses of your chosing. The cost can vary from free (beer) if you find a friend with a name server on the net, to maybe $100 to $150/yr for an ISP. The process is completed when the organisation hosting your domain sees that it is delegated at the .org.au end of things, i.e. your domain ultimately has to have referant in the 2LD .ORG.AU. I suppose you could also look into setting up your own domain name servers (you should provide two separate servers on separate nets) and become the authority for the domain.
