That's still the case for delegations, I've done a couple in the last
few months. Basically you need to ensure that everything is exactly
correct. Bothe DNS servers have the same SOA etc etc. Then simply fill
in the form on the AUNIC webpage and the request is usually turned
around in a week or so. There's a status page there somewhere as well
that tells you up to what date requests have been completed.

Should be the same deal with registrations since the whois part is
handled by aunic and simply the delegation is done with Elz, last one I
did got knocked back in under a week, basicaly the bussiness already had
an org.au they where just told to ditch the current one first.
