In a past life I had a 3110CT... The X config was a lot of fun by the way
(I might have it on a backup somewhere if you want).

Anyway, the way I did it was:
 - Convert NT to FAT32
 - Copy the installer stuff (I was using redhat) to the FAT32 partition
 - Boot from external floppy with install floppy
 - Install
 - Delete install crap from FAT32 partition

But you lack a floppy drive. I think you're going to have to source one,
even if it is only for the ten minutes needed to start the installer
running... Another option might be the USB floppy drives you see for not
much money floating around, assuming the install floppy can see them.
