- download the dia.deb files and copy them to my Linux machine
        - use dpkg to check which support libraries I need to upgrade
        - fetch any updated versions of the support libraries
        - add the file locations to apt.conf or apt.list
        - run dselect

It's easier than that.  look at the dpkg tools.

to install your deb, download it and run

dpkg -i filename.deb

You will require updated packages for the dependencies of the testing
version ... there is no real way around this unless you force the install of
your dia package, which then may or may not work.  you just have to download
these extra parts too.  go to packages.debian.org and it lists all the
required dependencies in the information page for the package.  this will
probably turn out be a lot of packages when you follow it all through!

        Also, could upgrading the support libraries for Dia (like
gdk-pixbuf,
        libxml, etc) to the 'testing' version make other applications that
        depend on those libraries unstable?

generally putting later versions of libraries will not modify previous
versions.  i'm not sure if you are referring to the fact that they are in
debian "testing".  "testing" is generally as stable as anything else,
because updated packages first go into the "unstable" distribution.  here
any huge errors get weeded out before being put into testing.  the "testing"
distribution is the best one to run for most personal users as it is *much*
more up to date.  

probably best to setup your network or get some cd's from
everythinglinux.com.au.
