Smoothwall (smoothwall.org) worked very well for me on a Pentium 90.
Later on I upgraded to Pentium 166 with 32mb of RAM, but that had
nothing to do with its performance, which was perfectly adequate. It
provides gateway/firewall for dial-up connection and DHCP server for my
LAN. Installation and configuration was a total breeze, even for 
someone with very limited knowledge of networking like yours truly.

Some have personal and ideological issues with the developers of
Smoothwall and the direction they seem to be taking - away from GPL and
towards commercialisation. If that concerns you, IPCop (ipcop.org) might
be an alternative; it appears to be a totally-GPL fork of Smoothwall,
with nearly identical functionality.

Another solution with even lower hardware requirements is Coyote Linux,
but I believe it doesn't do dial-up, not straight out of the box anyway.

The only problem as far as your requirements go is that none of the
above provide printer or scanner services.
