For anyone who was having this problem, I have fixed it. I believe it is 
a faulty mouse/usb cable.

I fixed the cursor problem by using the usb connector instead of the 
PS/2 connector. I then set gpm to use imps2 /dev/input/mice, with repeat 
set to raw. Then in X I set it to use ImPS/2 and /dev/gpmdata

I also installed usb manager which beeps whenever the usb device is 
connected or disconnected. While using my mouse it occasionally gets a 
couple of beeps (ie. disconnects and then reconnects). I am guessing 
that because it was using ps/2 it was unable to reconnect.
