modprobe the kernel modules for them.

If they're different cards, you can guarantee load order by putting "alias
eth0 3c59x" and "alias eth1 de4x5" in modules.conf. If they're the same
card, *usually* they get assigned based on PCI address, i.e. based on the
PCI slot they're in. Modern PCI PnP bioses will do it right, older ones may
have problems and then you're going to have to fiddle.
