Going back to the dim dark past, although not *quite* as dark as Mr Collins 
- we had electricity then - when I did my Electronics Trades Certificate at 
TAFE, I seem to remember that you could do an electrical certificate that 
would allow you to sit for the licence, but I believe there was a "work 
experience" component or apprenticeship involved.

Of course, if you have an Electrical Engineering degree, logic would 
dictate that you *should* be able to sit for the exam, but they may still 
require the practical knowledge.
