Try (as root):
dpkg-reconfigure xserver-common
That'll rerun the debconf configuration on the xserver-common package.
First it'll ask if you want debconf to manage the X server wrapper
configuration file. It's best to say yes here.
Then it'll ask which users have permission to run the X server. It's
probably currently set to Root Only. Changing it to Console Users Only
does, well, exactly what it sounds like - lets you start X as a regular
user, but only if you're logged in at a console.
The other settings can be left as their default values.
Once that's done, you should be able to log in as a regular user and
startx.
