Obvious questions: Are the modules for the card loaded? Try to modprobe the card driver. Take a look in /etc/network (guessing, RH is different to my normal system) and check out eh settings there. Try tcpdump and what for traffic, see if you are getting any traffic and getting a IP address clash.
