Thanks for the positive affirmation, Michael. I wish colleagues (more
qualified that me) in the public service IT units were so
enthusiastic. Of course, I AM out of my depth here, but I don't see
many other departments, schools, councils, etc., managing it either.

So, wrong question, I agree.  How about:
Given that open source platforms can deliver effective and 
 affordable community information systems what is the open source
community currently doing to apply open source principles to
platform marketing, project management, integration and servicing? 

Excuse my ignorance here, but is that how the SLUG jobs list works,
as a sort of labour exchange?
