If you're building from scratch, you should seriously consider getting a digital TV tuner card and use vdr. That way it's already compressed so the computer does very little work. And being digital, the quality is (potentially) better and there are more channels.
vdr is very highly rated. http://www.cadsoft.de/people/kls/vdr/ However, you need to find a compatible DVB-t card that works with Australia's slightly different transmission standard.
