For comparison: Australia has some of the most restrictive 'net censorship laws anywhere in the world. We are way up there with fundamentalist theocracies. If you didn't know that, it's because nobody in Australia can be bothered to ENFORCE the stupid restrictive laws. What happens when Brian Harradine becomes prime minister? Things do change. Licensing agreements are very like Australia's censorship laws.
