So, OSEG <http://www.opensource.org.au/oseg/> got together with ACS to develop their policy on FOSS. They've put a draft up, which I've converted to HTML and PDF:

After a quick look I could not find the original of the above paper on the OSEG site. If the format is similar to your converted doc Jeff then they certainly need to add a Contents to the document.
