The usual tuning parameter is the TCP buffer size.
Linux is tuned for a 10Mbps LAN, and in Australia
that's regularly too small (as although the speed
is 1/20th the distance is much more than 20 *).

If you look at notes from my Web100 presentation
  http://www.linuxsa.org.au/meetings/
you'll be able to calculate the "bandwidth delay
product" and allocate enough buffers.

Make sure you are running timestamps. Some silly
people turn these off to save space in the packet
but on real Australia-US circuits you always win
by having a better estimate of round-trip time.
