I'm a happy user of Smoothwall 1.0, but as I'm about to make a new gateway box I thought this is an opportunity to upgrade to something more recent - either Smoothwall Express or IPCop 1.3... I wonder if there are any objective reasons for picking one over the other?

I've been using IPCop 1.3 extensively -- installed via PXE on to an Everything Linux ELS1003 small form factor system. We've installed numbers of these without any major hiccups.

The updates seem to come out often enough, and the system is fairly
tight and heavily stripped down so I wouldn't expect it to need
updates on a regular basis.

Both have all features I would need, and I am also aware creators of Smoothwall have been slightly less than user-friendly at times :)

Richard Morrell is no longer with Smoothwall. I guess he's the main reason that IPCop exists.
