ipsec + l2tpd
Both standard on Windows 2000/XP
For Linux, openswan: http://www.openswan.org/
l2tpd: http://www.l2tpd.org/

Not sure about osx though.
However I use the url below for configuring the VPN's and it mentions how 
to configure OS X Panther!
