These are files package with the source codes,
and are located under the directory ....../include/
Another way of saying is that these are files are identified with suffix of '.h' and are required to compile Linux kernel.
These files are always included in the source code distributions of Linux. So, if you downloaded the distribution itself, you have everything you needed to compile.
I was looking at this site myself this morning because I had problems compiling the latest Kernel.

The problem I'm running into is documementation that mentions you need something but doesn't tell you what it is named, where it is found on your system if you have it or where to obtain it. Given that sort of information and accurate configuration information I can help myself.
