Well, a lot of FOSS is written for the author, and then a tarball is
put up someone in case others might find it useful. In a lot of these
cases I don't think the author really cares about making a
'product'. They just want to get the code out there. Of course not all
FOSS software is like this, but some is.

And this isn't a Linux thing, there is FOSS for other platforms that
suffer exactly the same problems.
