im note sure if 'tryong to get them back' is really a requirement of the GPL.
i dont think your trying to say they violate the GPL, im sure your just saying that they arent being as community oriented as they might otherwise be.
but my understanding of the GPL is that changes become GPL and should be made available. i dont recall there being a need for the author of changes to proactively try and get changes integrated into the main stream of a program.
