If you require process management for document life-cycle (ie, submission -> 
approval -> retirement etc) then I have had positive experiences with both 
"Knowledge Tree" and Apache's "Lenya".  Both can be configured as simple 
CMS/DMS with or without full text indexing.  With F/OSS the choice is 
yours :)
