Not true. Ubuntu by default has a (disabled) repository called "Universe" which contains all the packages in the standard debian tree.. cf http://www.linuxquestions.org/questions/archive/63/2005/03/3/302854 for instructions on how to enable universe from the commandline, or "In Synaptic, click Settings on the Menu and select Repositories.
