I encountered a similar problem with VLC when Dapper came out. Libdvdcss cannot be activated automatically from Ubuntu for a number of reasons. You have to install it via a script using libdvdread3:

1. Make sure you have libdvdread3 installed.

2. Execute /usr/share/doc/libdvdread3/examples/install-css.sh
