Complain to ITCRA -- http://www.itcra.com/. I pulled the following from the mycareer site, but it should apply anywhere of course. "About ITCRA Membership Positions advertised on IT2 that are highlighted with this 'ITCRA Member' logo are positions being advertised by an agency that is an ITCRA member. Candidates applying for such positions can be assured that that the agencies advertising these positions are committed to the ITCRA Code of Conduct. This requires that "Members shall not advertise in a misleading manner and shall refer only to bona fide positions". This commitment guarantees that these jobs are real.
