Hi Bill,
There are several possibilities that come to mind.
You could bring it into the Gimp and try each of the
resampling/enlarging methods. You may get a satisfactory result.
Or, if you are really keen you could convert it to a vector format (can
be done but may take more effort than it is worth) and then anything goes.

There will be other methods but you must be mindful of the information
contained within the format of the picture. Since it is most likely a
bitmap format (say jpeg as your enquiry suggests) I would suggest that
the Gimp plus a little smoothing would be your best bet.
