There are lots of options. if you are using kde there is a menu tool or an application called SIR (Simple Image Resizer) www.kde-apps.org
Gnome has a plugin for the Nautilus file browser www.gnome-apps.org If your running Gnome on Ubuntu the Nautilus resize plugin is in the repository. Strange how the Ubuntu repositories are missing all the kde apps that come to mind.
