If you have lots of files: http://txt2html.sourceforge.net/ If you don't want to install it and only have a few files, use the demo page, paste in your text and use the "Save as..." option in your browser to save the result. If you only have one file and you want to control the formatting to match your preferences you can use OpenOffice, which writes surprisingly nice HTML. Open the file, re-format it to suit, and Save As...
